FEDERATION OPERATING CONVENTION AND CUSTODIAL AGREEMENT
A Convention for Constitutional Offices, Custodial Provinces, Material Guilds, and Exterior Interfaces
Authority
This Convention proceeds under the Constitution of the Encoded Material Systems Federation.
It establishes the operating conditions under which constitutional offices may be constituted, custodians appointed, representative provinces established, material ontologies stewarded, exterior interfaces encoded, and investment and labor faithfully recognized.
This Convention does not amend the Federation Constitution.
No office, custodian, investor, guild, manager, processor, record, interface, or agreement established hereunder may suspend, subordinate, enlarge, or replace the constitutional invariants of the Federation.
Identity shall remain distinguishable.
Continuity shall remain preservable.
Provenance shall remain traceable.
Record shall remain faithful.
Correction shall remain visible.
Stewardship shall remain accountable.
ARTICLE I
OPERATING ORDER
The Federation is not governed through the aggregation of votes, possession, investment, popularity, or institutional accumulation.
Federation rules proceed through constituted mechanisms whose authority derives from the Federation Constitution and whose operation remains constrained by constitutional invariants.
Human and institutional participants may provide capital, perform work, select custodians, maintain offices, encode interfaces, propose refinements, transmit signals, preserve records, and exercise other permissions lawfully granted to them.
No such participation confers authority to manufacture constitutional standing or alter Federation rules by preference alone.
The Federation distinguishes:
constitutional rule;
mechanical execution;
managerial coordination;
custodial stewardship;
investment and contribution;
exterior expression;
record and witness;
material adjudication.
These functions may cooperate but shall remain constitutionally distinguishable.
ARTICLE II
CONSTITUTIONAL MACHINERY
Federation rulemaking is machined rather than governed through discretionary human vote.
A constitutional mechanism may include declared anchors, archetypes, invariants, permissions, obligations, vectors, tolerances, witnesses, state transitions, return conditions, and resolution procedures.
A mechanism possesses authority only according to its constitutional lineage and lawful standing.
No output becomes constitutional merely because it was produced by a machine, processor, codebase, record, institution, or interface.
A mechanism must remain:
constitutionally derived;
operationally recoverable;
bounded by declared permissions;
observable in its material effects;
subject to visible correction;
and incapable of silently enlarging its own authority.
Human judgment may constitute, observe, maintain, test, and refine machinery according to lawful authority. It may not retrospectively manufacture an admissible result where the mechanism produced none.
ARTICLE III
THE COORDINATING MANAGER
EMS Semaphore, operating through FANALE/BALISE, is designated the Coordinating Manager of Federation offices constituted under this Convention.
The Coordinating Manager establishes and communicates:
whether an office is visible;
whether its constitutional posture is legible;
whether its required anchors and references are present;
whether its custodian has been identified;
whether its permissions and obligations are aligned;
whether its interface is ready for approach;
whether passage to downstream processors may begin;
and whether a divergence, warning, standby condition, or return condition must be signaled.
The Coordinating Manager manages coordination, not constitutional truth.
It shall not:
originate Federation invariants;
decide material truth;
manufacture standing;
appoint itself to custodial office;
convert visibility into endorsement;
convert alignment into ownership;
preserve the authoritative record where record belongs to another office;
adjudicate an outcome assigned to another processor;
or enlarge an office’s jurisdiction by signal alone.
FANALE marks the destination.
BALISE governs approach, recognition, and passage.
The Coordinating Manager shall transmit matters requiring admission, measurement, record, exchange, correction, preservation, or adjudication to the Federation office possessing lawful standing for that function.
ARTICLE IV
CONSTITUTIONAL OFFICES
A constitutional office is a bounded function necessary to preserve constituted reality.
An office may be established for identity, admission, measurement, stewardship, exchange, memory, language, execution, preservation, material ontology, exterior interface, or another constitutionally necessary purpose.
No person or institution becomes a constitutional office merely by existing, investing, possessing property, performing work, publishing a record, or using an office’s name.
Every office must declare:
its constitutional source;
its purpose;
its province;
its anchors and archetypes;
its applicable Archet/Hexnet;
its permissions;
its obligations;
its prohibited acts;
its custodian;
its witnesses;
its required records;
its correction and return conditions;
and the conditions under which its custody concludes.
An office remains distinct from its custodian.
A custodian may depart while the constitutional purpose of the office continues.
No office shall be abolished while its constitutional purpose remains necessary.
ARTICLE V
THE INVESTOR RAIL
The Investor Rail is the recognized Federation pathway through which capital, material support, labor sponsorship, infrastructure, and other constituted contributions may participate in the establishment and continuation of custodial offices.
The Investor Rail may select, nominate, sponsor, or replace a custodian for a particular office, subject to:
the office’s constitutional requirements;
the applicable Archet/Hexnet;
the candidate’s admissibility;
the visibility and alignment requirements administered by the Coordinating Manager;
and any preserved rights belonging to constituted reality.
Selection through the Investor Rail creates no authority beyond the selected office.
Investment shall not:
create Federation rulemaking power;
become a vote upon constitutional invariants;
manufacture material truth;
erase prior contribution;
convert custody into dominion;
or authorize the investor to enlarge the selected custodian’s permissions.
Capital may receive economic participation, attribution, priority, bounded selection authority, exterior-interface interests, or other declared benefits.
Every benefit must remain constitutionally distinguishable from governance of the Federation itself.
ARTICLE VI
CUSTODIANS
A custodian is the temporary bearer of a constitutional office’s permissions and obligations.
Authority follows the custodian’s standing within that office. It does not follow possession, wealth, duration, celebrity, assertion, or control of an exterior interface.
Each custodian shall:
preserve the identity of what is entrusted;
preserve its provenance and continuity;
operate within the applicable Archet/Hexnet;
honor the office’s anchors and archetypes;
maintain faithful and transmissible records;
make correction visible;
distinguish personal interest from custodial duty;
preserve contributor and investor lineage;
and release authority when custody lawfully concludes.
A custodian may exercise discretion only inside the space made available by the office’s constituted permissions.
A custodian may not:
rewrite Federation invariants;
suppress an adverse material witness;
appropriate what the office exists to preserve;
treat continued custody as ownership;
transfer authority more broadly than it was received;
or cause the exterior shell to appear to be the source of the underlying constitution.
Custodial authority terminates where custodial standing terminates.
Record and lineage endure after the custodian departs.
ARTICLE VII
ARCHET/HEXNET
Every office operates within an Archet/Hexnet.
The Archet identifies the office’s constituted permission gate: the archetypal form through which its authority becomes intelligible.
The Hexnet expresses the relational field of that authority through six obligation vectors.
An office’s Archet/Hexnet determines:
what the custodian may initiate;
what the custodian must preserve;
what may enter the province;
what may leave it;
which neighboring offices must be recognized;
which witnesses must remain visible;
and which conditions require settlement, return, correction, or release.
Selection of anchors and archetypes may shape the applicable permission set, but selection does not supersede inherited invariants.
No custodian may rotate, reinterpret, or replace an obligation vector merely to validate an otherwise inadmissible act.
ARTICLE VIII
CANONICAL SPHERES AND REPRESENTATIVE PROVINCES
A Canonical Sphere is an origination token through which a constituted material, object, ontology, chamber, domain, world, or realm becomes positionally representable within the Federation.
The sphere does not replace the constituted reality it represents.
Its center preserves canonical origin.
Its surface permits representative expression.
Its orientation permits relational location.
Its radius may express operative scale without determining constitutional importance.
Each sphere shall be oriented through:
a declared center;
a Gnomon establishing the primary axis and constitutional north;
an equatorial reference plane;
a prime witness establishing initial longitudinal orientation;
and such geodesic cells, coordinates, or radial layers as its operation requires.
Representative provinces may have unequal area and no predetermined physical size.
A province shall be defined by recoverable coordinates, declared adjacency, constitutional depth, and jurisdictional purpose rather than by apparent scale alone.
A sphere may be divided into subordinate provinces where division preserves:
the identity of the originating sphere;
the lineage of every resulting province;
the boundaries of delegated authority;
and the ability to reconstruct the prior relation.
For material provinces requiring regular subdivision, a geodesic mesh may be used to avoid the distortion and polar instability of conventional latitude and longitude.
No division shall erase origin.
No combination shall destroy distinguishability.
ARTICLE IX
GREENBELT INTERFACES
A Greenbelt Interface is the protected operating boundary between a province’s constitutional interior and its exterior participants, markets, tools, contractors, institutions, or public representations.
The Greenbelt permits use without surrendering constitution.
A Greenbelt Office may receive exclusive authority to maintain the Federation-facing interface of a particular province.
Such exclusivity applies to the canonical Federation interface, not to the underlying material, craft, fact, or reality.
The Greenbelt Office may:
maintain interface specifications;
authorize compatible exterior implementations;
establish passage and observation conditions;
certify conformity with the canonical interface;
coordinate contractors and downstream users;
and preserve the distinction between official Federation encoding and independent exterior expression.
It may not claim dominion over the material or prohibit constitutionally admissible independent use outside the Federation interface.
ARTICLE X
MOST-FAVORED INTERFACE CONVENTION
Every exclusive Greenbelt Office shall operate under Most-Favored Interface status.
Most-Favored Interface status requires that constitutionally equivalent participants receive access to the canonical interface on terms no less favorable than those provided to any similarly situated participant.
A Greenbelt Office may distinguish among participants where differences in material condition, obligation, risk, lineage, compatibility, scale, or standing are constitutionally relevant.
It may not discriminate merely to manufacture private dominion over a Federation province.
Accordingly:
exclusivity preserves one canonical Federation interface;
most-favored status preserves fair access to that interface;
neither exclusivity nor access creates ownership of the underlying constituted reality.
The Copper Office may canonically maintain the Federation interface for copper without possessing copper.
The Aluminum Office may canonically maintain the Federation interface for aluminum without compelling aluminum to satisfy an inaccurate record.
Contractors receive a stable constitutional interface. They do not acquire legislative standing in the Federation merely by using it.
ARTICLE XI
MATERIAL GUILDS
A Material Guild is a constitutional office or coordinated body of offices charged with stewardship of a material ontology and its Federation-facing interfaces.
A Material Guild may govern:
canonical terminology;
grades, compositions, alloys, and material states;
measurement and observation protocols;
admitted transformations;
compatibility declarations;
lineage requirements;
custodial accreditation;
interface specifications;
correction records;
and the material’s exterior-wall encoding.
A Material Guild governs the Federation’s ontology of a material.
It does not govern material truth itself.
The world adjudicates material truth.
Where observed material behavior contradicts the guild’s canonical encoding, the contradiction shall remain visible. The ontology shall enter review, refinement, or correction according to the applicable protocol.
No guild may suppress material evidence in order to preserve institutional authority.
No consensus, vote, investment, or record may compel reality to conform to an erroneous ontology.
A guild may canonize representation.
It may not canonize falsehood.
ARTICLE XII
EXTERIOR-WALL RIGHTS
An Exterior-Wall Right is a bounded custodial permission to encode the perceptible shell of a province, chamber, domain, world, or realm.
An exterior wall may include:
name;
visual language;
glyphs;
material presentation;
public interface;
narrative treatment;
spatial organization;
access sequence;
commercial expression;
or another declared surface through which the province becomes externally legible.
An Exterior-Wall Right may be awarded in recognition of investment, authorship, craftsmanship, labor, discovery, stewardship, or another constituted contribution.
The right may include:
preserved attribution;
economic participation;
priority to propose encodings;
a defined term of custodial tenure;
first consideration for continuation;
standing to request refinement;
or other benefits declared at constitution.
An exterior wall may interpret and express the province.
It may not:
manufacture the province’s standing;
erase constitutional lineage;
conceal required witnesses;
misstate material truth;
suppress correction;
convert expression into ownership;
or prevent recovery of the underlying constitutional relations.
Where exterior expression diverges from the constituted interior, the divergence shall be signaled and corrected.
ARTICLE XIII
CONTRIBUTION, CREDIT, AND INFLUENCE
The Federation may give credit due and influence proportionate to capital contributed, work performed, materials supplied, risks assumed, discoveries made, interfaces maintained, or continuity preserved.
Recognition may be expressed through:
attribution;
lineage;
compensation;
revenue participation;
custodial eligibility;
bounded appointment authority;
interface rights;
provincial interests;
guild standing;
priority of proposal;
commendation;
or another declared constitutional benefit.
Influence shall attach to a defined office, province, interface, or operation.
It shall not become general Federation rulemaking authority unless independently constituted as such under the Federation Constitution.
No contributor must receive a vote in order for the contribution to remain visible, valuable, protected, and consequential.
No vote may erase contribution.
No contribution may purchase an invariant.
ARTICLE XIV
TRANSIT AND GAMECRAFT
Gamecraft is the construction-testing and simulation interface through which the operating relations established by this Convention may be made playable, observable, and refinable.
Topology is the processor.
Spheres are the canonical origination tokens.
The world adjudicates material truth.
Within a Gamecraft field:
the Archet/Hexnet exposes permissions and obligation vectors;
custodians present and route spheres;
channels permit admissible transit;
Greenbelts govern approach between provinces;
wells preserve irreversible commitments and long-cycle memory;
plinths establish, stabilize, or expose standing;
material interfaces test compatibility;
and observation determines whether declared constitution continues to correspond with resulting state.
Participants do not own the topology merely because they act within it.
Participants do not control a sphere’s identity merely because they steward its movement.
A move may settle, redirect, burden, release, or displace a custodial configuration without erasing lineage.
Every playable field remains subordinate to the Federation Constitution and this Convention.
ARTICLE XV
CONFLICT, DIVERGENCE, AND CORRECTION
Conflict shall be resolved through constitutional relation rather than preference alone.
A contested act shall be tested for:
Standing — whether the actor, office, sphere, or claim is admissible within the province;
Compatibility — whether its composition, obligations, and proposed state can coexist with the receiving constitution;
Priority — which admissible relation governs according to lineage, commitment, archetype, preserved duty, or another declared rule;
Consequence — what state transition follows from the result;
Continuity — what must remain recoverable after resolution.
Numerical dominance does not alone establish constitutional authority.
Investment does not alone establish priority.
Possession does not alone establish standing.
Where an interface, record, guild ontology, custodial act, or mechanical output diverges from material observation, the divergence shall be made visible.
Correction shall preserve the prior record while establishing the refined state.
Return shall restore an operative condition from which faithful processing can resume. It shall not pretend the departed path never occurred.
ARTICLE XVI
APPOINTMENT, ACCEPTANCE, AND RELEASE
A custodial appointment becomes operative when:
the Investor Rail or other authorized selector identifies the custodian;
the office and province are constitutionally specified;
the custodian accepts the office’s permissions and obligations;
the applicable Archet/Hexnet is declared;
required witnesses are present;
the Coordinating Manager signals sufficient visibility, readiness, and alignment;
and the appointment is transmitted for faithful record.
A custodial appointment may be limited by term, province, material, interface, purpose, condition, or other declared boundary.
Custody may conclude through:
completion;
expiration;
resignation;
lawful replacement;
loss of standing;
persistent divergence;
failure of stewardship;
release;
or dissolution of an unnecessary implementation where the constitutional office continues elsewhere.
Release terminates authority without extinguishing contribution, lineage, obligation already incurred, or constitutional history.
ARTICLE XVII
RECORD AND WITNESS
Every act under this Convention shall produce or preserve a record sufficient to distinguish:
the office;
the custodian;
the source of appointment;
the applicable province;
the authority granted;
the obligations assumed;
the exterior rights awarded;
the contributions recognized;
the witnesses present;
the operative state;
and any correction, transfer, or release.
EMS Semaphore may signal the status of an act but does not manufacture its truth through signal.
The office possessing constitutional responsibility for record shall preserve the authoritative record.
Independent witnesses may confirm or challenge correspondence without allowing one record to manufacture the other.
No record shall erase its own correction history.
ARTICLE XVIII
CONSTRUCTION AND PRIORITY
This Convention shall be construed to preserve constitutional distinguishability, accountable stewardship, material truth, fair interface access, and the recoverability of lineage.
Where provisions appear to conflict, priority shall be given in the following order:
the Federation Constitution;
perpetual constitutional invariants;
the constitutionally established mechanism applicable to the act;
this Convention;
the office’s Archet/Hexnet;
the provincial or guild charter;
the custodial appointment;
the exterior-wall agreement;
the current interface or representation.
No lower instrument may silently alter a higher one.
Silence shall not enlarge authority.
Visibility shall not manufacture standing.
Record shall not manufacture truth.
Custody shall not become dominion.
Expression shall not become constitution.
ARTICLE XIX
REFINEMENT
This Convention may be refined only through an explicit constitutional act that preserves its lineage and remains consistent with the Federation Constitution.
Every refinement shall identify:
the prior language;
the observed need;
the authority for change;
the affected offices and provinces;
the continuing invariants;
and the date upon which the refined state becomes operative.
Operational learning may refine an interface, office, guild ontology, or Gamecraft field without amending Federation invariants.
Where refinement is necessary because the world has falsified a representation, correction shall not be treated as institutional defeat.
Visible correction is constitutional fidelity.
RATIFICATION
This Convention becomes operative upon lawful publication and adoption by the constitutional authority of the Encoded Material Systems Federation.
Every custodian accepting office under this Convention accepts its permissions, obligations, limits, correction procedures, and order of priority.
The Convention binds offices without converting them into owners.
It recognizes investment without selling constitutional rule.
It recognizes labor without erasing lineage.
It permits exclusive stewardship without permitting dominion.
It establishes canonical interfaces without compelling the world to conform to them.
The Federation constitutes.
The Manager signals.
The offices steward.
The guilds maintain.
The custodians act.
The record remembers.
The world answers.
