FANALE/BALISE is the orientation processor of the Encoded Materal Systems Federation, broadcasting admissibility, readiness, vector, and alignment across all chambers, domains, territories, registries, heritages, worlds, and realms.

It provides non-narrative coordination that preserves state integrity and ensures custodians and processors - human and machine - operate within a coherent federated topology.
